Open Cloud Alliance offers government sovereign cloud solution

The Hague, April 1, 2026 – Seven Dutch IT companies — Centric, Info Support, Intermax, KPN, Nebul, Previder and Uniserver — present a manifesto today for a sovereign government cloudThe Open Cloud Alliance is supported by de Digital Infrastructure Netherlands Foundation (DINL) and TNO. Each of the seven companies has a sovereign cloud platform, where immediately critical applications and sensitive data op can be placed.

From dependence to sovereignty

The Netherlands is heavily dependent on non-European cloud providersThis dependence entails real risks: our national information systems can be used as a geopolitical tool. Moreover, hundreds of millions of euros in ICT expenditure leave the country every year. The Open Cloud Alliance offers a concrete alternative: cloud platforms under Dutch and European jurisdiction, based on open standards, open source software, and open architecture.

It can be done – and fast

The technology and capacity already exist. Together, the alliance partners possess Modern, scalable data centers distributed throughout the Netherlands. This offers immediately deployable capacity as well as increased resilience against cyberattacks, outages, and grid congestion. The alliance members guarantee continuity, and applications and data can be distributed among the members for even greater digital autonomy. The first migrations of applications and data to sovereign platforms can be realized as early as 2026.

The members of the Alliance extend a hand to the government. Government data centers are invited to join this initiative. By sharing knowledge and manpower, results can be achieved quickly. On the other hand, the government invests. along in the national and European IT sector, which becomes stronger as a result; one of the recommendations from the report of Draghi.

What the Alliance asks the government

The Open Cloud Alliance calls on government organizations to:

  • To strategically deploy the government's purchasing power to strengthen the Dutch and European IT sector, by applying sovereignty as a significant criterion.

  • To set strict requirements for safeguarding privacy and information security when purchasing new services.

  • To adhere to the application of open standards when purchasing facilities, thereby enabling collaboration between and switching suppliers.

  • To focus on public-private partnerships.

  • To start with transferring critical applications and data to sovereign Dutch and European cloud providers.
